For several years now, ‘raids’ on conscripts have been taking place in Moscow. In autumn of 2024, they were especially large scale. From appeals submitted by individuals to human rights initiatives, we learned that the police track people using surveillance cameras, detain them at home and in the metro, and ambush them in polyclinics. Conscripts are taken to the Unified Conscription Center and, immediately afterwards, to a collection point. From there they are sent to the army. Their sometimes serious health condition, conscientious objections to military service, and even ongoing court appeals against conscription, are ignored. There have also been cases of violence used against those who opposed conscription.
In addition to the raids, conscripts’ rights are being violated in other ways. In the Unified Conscription Center, opened this spring, smartphones and representatives by power of attorney are not allowed, and the exit is restricted. In addition, since this autumn there have been attempts to send people to the army based on unimplemented spring conscription decisions.
On the 17th of December the Moscow military commissar Maxim Loktev claimed that the autumn conscription had been completed in advance. Afterwards the raids stopped. So far we have not received any responses to our appeals and thus are unaware whether the end of the conscription is related to the public outrage over its arbitrariness.
